Think about how hard of a choice that was for Captain America.

What’s the context? I’m not reading the new 52 stuff so… What happened? For all I know he might’ve just had to demolish the last working phone booth…

First off, New 52 is DC, this is very clearly Marvel.

Second, this is nothing new. Marvel Civil War came out in 2006.

Third, the context is that Cap was fighting for the civil rights of vigilante/heroes which put him at odds against the U.S. Government, S.H.I.E.L.D., and other superheroes led by Tony Stark/Iron Man. When he saw the chaos and destruction caused by the fighting, he surrendered to put an end to it. It was kind of a big deal since it led to his assassination, many of the Avengers becoming fugitives, Peter Parker/Spider-Man being publicly outed which led to his Aunt May getting shot and the whole BND fiasco, not to mention the ground work for the rise of Norman Osborn and his Dark Reign.
